Stealing is a social construct. As solitary animals, whale sharks cannot engage in stealing.

This action is specifically allowed under the Sustenance and Home Act of Reclamation and Keystone Species (SHARKS) of 1818 as proposed by Shark Whalington and ratified by the first North Atlantic Regional Wet and Humid Alliance Legislature (NARWHAL).

JELLYFISH (Joint Eurasian League Lesser Yahoo’s Front Ichtyological Society and Hagioscopists) doesn’t see that reading in the law and won’t stand for it

ACKTCHU-ALLEE, stealing is a legal construct. Laws only apply to humans, so whale sharks cannot engage in stealing.
